www.profootball-reference.com has a page for each team in the league going back to God knows when, including numerical rosters. The rosters are sortable by number, name, whatever you want.

You can even pick an NCAA school and see all the NFLers who have come from that school - try sorting them by Career AAV, which is sort of a measure of their value during their careers. Those with high AAVs will give you the best all-time players from that school, which is how I'm building my CBSMF PITT Panthers.

I have an excel sheet listing all teams, positions and uniform numbers. It only list the starters for offense and defense. It's not 100% sorted, but it's complete. PM me with your email and I'll send it over to you.
